The Indians, who lead 2-0 in the five-match series, have selected Dhawal Kulkarni for his ODI debut in place of fellow bowler Mohit Sharma.
England makes three changes, with Ian Bell out with a toe injury and replaced by Gary Ballance. Moeen Ali and Harry Gurney are in Ben Stokes and James Tredwell.
