Kejriwal said he met Rahul Gandhi 3-4 years ago and the two had discussed the ineffectiveness of government schemes, meant for helping the poor, but are often pocketed by middlemen.
The anti-corruption crusader said, when he asked Rahul why all welfare schemes should be made in Delhi, he replied, he was aware of the problem.
"He said, you know the kind of sharks that are there around each of these schemes. The moment I withdraw one scheme, the government will fall.
"Because for each of these schemes, there are many ministers and parties who are involved," Kejriwal quoted Rahul Gandhi as saying.
Kejriwal said: "He (Rahul) cannot do much. He is part of this system."
"There is just one politician perhaps who understood the problems of this country. And that was Rajiv Gandhi.
"He had introduced constitutional amendments to empower the people through panchayats", Kejriwal said .
