He ridiculed the manner in which Chacko moved the report for adoption by the JPC without considering it para by para, as mandated under parliamentary rules.
"The Sep 27 meeting was a farce," the dissent note said.
Sinha said the dissenting report was submitted to the JPC secretariat in the afternoon, well before the 5 p.m. deadline set by the JPC chairman.
He said a copy was also submitted to the office of the Lok Sabha speaker.
