The UK has conveyed to India that fugitive businessman Vijay Mallya cannot be extradited till the resolution of a "secret legal" matter, the Ministry of External Affairs said on Thursday.

India has been pressing the UK to extradite Mallya after he lost his appeals in the British Supreme Court in May against his extradition to India to face money laundering and fraud charges.

Lok Janshakti Party founder and Union minister Ram Vilas Paswan passed away on Thursday evening. He was 74. He breathed his last a Delhi hospital. He had undergone heart surgery recently. 

Maharashtra reported 13,395 new COVID-19 cases, taking its tally to 14,93,884 on Thursday, while the toll rose to 39,430 after 58 more patients succumbed to the infection, said a state health department official.

With a fresh low-pressure area likely to take shape over the Bay of Bengal by Friday, the meteorological centre here has predicted rainfall of varying intensity in Odisha over the next few days. Shares of Jet Airways on Thursday gained nearly 5 per cent amid reports that a consortium has won the bid for the company.

The stock rose by 4.89 per cent to close at Rs 30.05 -- which was also its upper circuit limit -- on BSE. On NSE, it gained 4.88 per cent to settle at Rs 30.10.

After announcing five special trains the day before, the Central Railway (CR) on Thursday announced another eight trains connecting various cities in
Maharashtra. These eight trains will start operating from October 11, it said in a release in Mumbai.

Two trains will run between Pune-Ajni, while a train each will be operated between Mumbai-Kolhapur, Mumbai-Latur, Pune-Nagpur, Pune-Amravati, Kolhapur-Gondia, and Mumbai-Nanded.

Market benchmark BSE Sensex rallied over 300 points to reclaim the 40,000-mark on Thursday, supported by robust buying in IT stocks. 

After soaring over 400 points during the day, the 30-share index ended 303.72 points, or 0.76 per cent, higher at 40,182.67. It hit an intra-day high of 40,468.88 and a low of 40,062.23. The broader NSE Nifty rose 95.75 points, or 0.82 per cent, to finish at 11,834.60.

Union Home Minister Amit Shah on Thursday appealed to everyone to join Prime Minister Narendra Modi's public movement against COVID-19 and said a global pandemic can be fought only when all the countrymen come together. Shah also said there are only three mantras to protect ourselves from the coronavirus -- wearing a mask, practising two meters of social distancing and washing hands frequently -- as suggested by the prime minister.

"A global pandemic like COVID-19 can be fought only when all the countrymen come together. Let us all unite to fight against it by joining this mass movement started by PM Modi and play an important role in making India COVID-19 free by making everyone aware of this pandemic," he said in tweets in Hindi.

In a first in the country, the Kerala government has decided to form a Welfare Fund Board for the uplift of farmers in the state. The state cabinet on Wednesday decided to set up the board to be known as 'Kerala Karshaka Kshemanidhi Board'.

A Delhi Fire Service official said they are trying to douse a fire at a PVC sole factory in outer Delhi's Narela. DFS Director Atul Garg said a fire incident was reported at the factory around 11 am and 10 fire tenders were rushed. Fire-fighting operations are underway, he added.

A petition has been filed in Allahabad High Court on behalf of the family members of the Hathras victim, alleging that the district administration has illegally confined them in their house. The court has been requested to direct the district administration that the "family members be released from illegal confinement and allowed to move out of their house and meet people".

This habeas corpus writ petition, filed by the family members of the victim, is listed on October 8 for hearing. Om Prakash, who is the father of the victim, along with her mother, two brothers and two more family members have filed the petition.

In the petition, it has been alleged that on September 29 the petitioners were illegally confined in their house by the district administration and since then they are not being allowed to meet anyone.

It has been further alleged that "though, at a later stage, a few people were allowed to meet the petitioners, the district administration is still not allowing them (the petitioners) to move out of their house at free will".

In this petition, the petitioners have alleged that they were being prevented from meeting or communicating freely, thereby their right to freedom of speech and expression, as well as the right to receive information, is being violated.

In the petition, one Surender Kumar, claiming himself to be the national general secretary of the Akhil Bhartiya Valmiki Mahapanchayat, has stated that he was approached by the petitioners over telephone and on behalf of them he has filed the petition.

The habeas corpus writ petition is filed before the high court when a person is illegally detained. During the court proceedings, if the court finds that the person is illegally detained, then it can order for the release of that person.

Air Quality Index (AQI) is at 210 in Anand Vihar, at 214 in Patparganj and at 251 in Bawana; all three in 'poor' category, according to Delhi Pollution Control Committee (DPCC) data.
