Unlock 1.0 Update: June 1, 2020 | As it happened

Unlock 1: Chief Ministers from various States spoke on the post coronavirus lockdown situation and re-opening of activities in a day-long event - CMs Summit - on India TV.

Coronavirus unlock 1.0: Ministry of Home Affairs has already weighed in favour of resumption of normal activities in a phased manner. Many states across the country have also released guidelines for what is being called Coronavirus Unlock 1.0

Meanwhile, Chief ministers of various states were LIVE on India TV on Monday to discuss the road ahead as states reopen with caution. Chief Ministers and Governors of various states shared their plans to restart the economy, what will open and what will not in their respective states as per Unlock 1.0 guidelines, issued by the Ministry of Home Affairs (MHA) on Saturday. The chief ministers also spoke on precautions that will be taken by the administration to contain the spread of coronavirus as several relaxations on opening up of services will be allowed from today. So far till June 1, coronavirus cases in India stands at 1,90,535 including 93,322 active cases 5,394 deaths and 91,819 recovered. The total number of global coronavirus cases has surpassed 6.2 million, including more than 373,000 fatalities.     Delhi Chief Minister Arvind Kejriwal spoke with India TV on #CMsonIndiaTV forum. He stressed that it was not time to play politics as everyone needed to come together to tackle coronavirus pandemic

    Here are the statements he made:

    • Coronavirus curve will start flattening in a few weeks.
    • Sealing off Delhi borders is currently important.
    • Delhi had to start tackling coronavirus pandemic when suddenly 2000 cases emerged. We did not have luxury to start with 0 coronavirus cases.
    • We need to prepare to start living with corona.
    • This is not a time to play politics. Everyone needs to tackle coronavirus pandemic.
    • We had asked for funds from Central Government. Delhi BJP and Delhi Congress should have supported the demand, but they resorted to politics. I don't want to say anything on that.
    • Non-Covid hospitals cannot refuse to treat Covid patients. If any hospital does this, we will cancel their license.
    • Central Government should increase supply as well as demand. Rs 20 lakh crore package mainly looked after supply. But in order to make things better, demand has to increase as well. People do not have money to buy things.
    • Companies and businesses should open now.
    • Central Government has told us to not run metro trains but I think time has come to run metro trains keeping in mind social distancing.
    • I don't know why night curfew has been imposed. But as it has been asked by the central government, we have to follow it.
    • Corona curve in Delhi may flatten by July end or mid-August. Till then, as we open up economy, we may have more cases but we need to keep our health system ready to tackle this situation.

    No doubt that Maharashtra has large number of Covid-19 cases, but testing rate is high as well: Praful Patel

    ​Nationalist Congress Party (NCP) leader and Maharashtra MP Praful Patel spoke with India TV. He commented on coronavirus situation in Maharashtra. He admitted that situation in the state was serious but also maintained that Maharashtra, under the leadership of Uddhav Thackeray, was doing everything to contain the spread.

    Here are the few statements he made:

    • No doubt that Maharashtra has large number of Covid-19 cases, but testing rate is high as well.
    • Maharashtra has 77 coronavirus testing centres, can other states boast of the same?
    • Large number of coronavirus patients in Mumbai have recovered. Number of critical coronavirus patients is low.
    • Maharashtra Government has been able to set up system to tackle coronavirus in a short time.
    • Uddhav Thackeray is tackling the situation in a great way.
    • Sharad Pawar is extremely experienced leader, he does not believe in backseat driving when it comes to running the government.
    • Maharashtra Government is formed by three parties yes, but these three wheels are running in synchronised way.
    • State Government pressed State Transport buses to send migrant workers to Maharashtra borders.
    • I don't think Rahul Gandhi meant anything serious when he said 'We are not decision makers in Maharashtra'. Gandhi spoke with Uddhav Thackeray after his statement.
    • National Lockdown was necessary.

    Rajasthan Chief Minister Ashok Gehlot spoke with India TV on #CMsonIndiaTV forum. He opined that releasing lockdown measures was more challenging than imposing them. He spoke about Rajasthan's battle with coronavirus

    Here are some of the statements he made:

    • It's easy to start a lockdown, quite challenging to roll it back
    • We have to win fight against coronavirus, Centre and the state have to it together.
    • If the decision of total lockdown would have been taken giving due time for people to reach home, we wouldn't have had migrant labourer crisis.
    • Doubling rate of coronavirus is 19 days in Rajasthan, We have carried out 14,000 tests we will carry out 25,000 tests in coming days.
    • Rajasthan Government is fighting coronavirus and continuing to provide other services as well. We will open up new services as well.
    • We have improved state infrastructure during coronavirus lockdown. We used our funds to provide medical services.
    • Currently, testing facilities are available in 17 districts of Rajasthan, we will ensure that facilities are available in all districts.
    • Piyush Goyal is not able to fulfil his duties as Railway Minister of the country.
    • Entire country has seen migrant labourers wandering on streets, crossing large distances to reach their homes. No statement was given by any of the ministers. Piyush Goyal should be removed from the post of Railway Minister and made a minister without portfolio.
    • Trains for migrant labourers were not run properly. They even lost their way. We in Rajasthan took steps to help those walking to reach their homes. We even passed an order that it needs to be ensured that nobody has to walk on foot.

    Gujarat is completely ready to unlock the state: CM Rupani on Unlock 1.0

    Gujarat Chief Minister Vijay Rupani on India TV's #CMsOnIndiaTV forum said that Gujarat is completely ready to unlock the state. "There are about 5,800 active COVID-19 cases in Gujarat, we are in 59 % recovery rate. Our growth rate was 7.5% and now it is 2.30%. the state is dealing with coronavirus in the best possible way," he said.

    He said that the idea behind opening the state is to let people get back to their jobs and boost the economic activity of the state. But, also remember that there is a pandemic that we are all collectively fighting against.

    The chief minister also said that the state is following ICMR guidelines as far as covid testing is concern.

    There is no shortage of Dedicated COVID-19 beds, PPE kits, masks, medicines in the state. Also, there is no shortage of essential commodities in the state. We have more covid dedicated beds in the state than active cases. “I would like to tell people that we are well equipped as far as dealing with covid is concern.

    On Migrants, Rupani said, “Migrants from all over India comes to Gujarat because of the opportunities available here. We have sent more than 1,000 trains from here for migrants workers. As many as 1.5 lakh labours reached their home. There are about 1 crore unorganised labour is there in Gujarat and my government has helped them reach their homes with dignity. We have provided them buses to reach the railway station with all safety protocol as well as food and potable water during the journey.”

    Gujarat will soon bounce back, he added.

Speaking on what will remain open and closed in the state, Chief Minister Biren Singh said that not everything will reopen in the state such as big markets, however, shops in rural areas will be allowed to open.

    Also, the state will resume economic activities, industrial activities. "We will extend lockdown in the state, but with some relaxations. We are trying our best to stop community spread even as more than 35,000 migrants have already entered the state," Manipur CM said.

    Goa allows restaurants to open with 50 per cent occupancy

    Goa chief minister Pramod Sawant on Monday spoke to India TV and briefed about what will remain open, closed in the state during unlock phase 1. He said that the government has decided to re-open restaurants with 50 per cent occupancy. However, the decision on reopening of hotels for tourists will be taken after June.

    The chief minister also informed that the state will allow all relaxations mentioned in the unlock 1.0 guidelines released by the Centre on Saturday except interstate bus travel and arrival of tourists from other states.

    On opening of schools and other educational institutions, CM Sawant said a decision to reopen educational institutions will be taken in July.

    Speaking on those who have been hit economically, Goa CM said, "many layoffs have been reported from the hospitality industry in Goa. The state government is trying its best to bring those people back."

    Decision on reopening of religious tourist places soon, says Uttarakhand CM

    Uttarakhand Chief Minister Trivendra Singh Rawat speaking on the revival of tourism industry in the state said they have given relief in electricity bills such as waving of fixed charge and other reductions. The chief minister said the government has extended help to over 2.25 lakh workers related directly or indurectly to tourism industry but mentioned that the actual revival will only take place when tourists will return to the state.
