Lucknow, Jun 13: The Uttar Pradesh government on Monday removed Lakhimpur SP D K Rai from his post because of laxity in the probe into the death of a teenage girl in a police station.

Special DGP Brij Lal announced that the three doctors who conducted the first post mortem of the girl have been suspended. 

A fresh post mortem on a 14-year-old girl, who was found hanging inside a police station here, today confirmed she was murdered but could not arrive at the conclusion whether she was raped even as the Mayawati government ordered a CB-CID probe into the incident. 

The second post mortem was performed by a panel of doctors from Lucknow after the body of the girl was exhumed from Nighasan town here.

Divisional Commissioner, Lucknow, Prashant Trivedi and IGP Subesh Kumar told a press conference here that the girl was strangulated and had not died due to asphyxia, caused by the hanging, as mentioned in the first report.

After the incident sparked an outrage, the state government rejected the earlier autopsy report and ordered a new post mortem by a panel of doctors from other districts. 

Trivedi said suspension of the three doctors who had conducted the first post mortem had been recommended.  An FIR had been lodged against a sub-inspector and two policemen for allegedly tampering with evidence. 

Missing since Friday evening, the girl was found hanging from a tree inside the premises of Nighasan Police Station.

The victim's mother in her complaint had alleged that her daughter was raped and murdered A 10-member team of the the CB-CID, which has been asked to submit its report within a week, visited the scene of the incident.

The team, led by SP Shriprakash Tripathi, examined records at the police station and recorded statements of the girl's family.

Eleven policemen posted at Nighasan Police Station had been suspended after the girl's body was found.

Condemning the incident as “shocking and barbaric”, opposition parties said the law and order had deteriorated in the state. Slamming the ruling BSP in UP, Tirath said she will write a “strong” letter to Chief Minister Mayawati asking her what action the state government has taken regarding the alleged rape and murder of a 14-year-old girl allegedly by some police personnel in Lakhimpur.

Tirath said she has asked the National Commission for Women to probe the matter and will also meet Union Home Minister P Chidambaram and discuss the issue.

“It is a very serious matter. I will take this up with the Home Minister. Such incidents are occurring repeatedly in UP and the government is insensitive. I have also written to the NCW to probe the matter and after they give a report, action will be taken accordingly,” she said.

“If such things continue to happen, some tough step will have to be taken. The Central government must intervene. The state government must take responsibility for this. If they can't, they should quit,” Tirath said.

NCW Chairperson Yasmeen Abrar said the commission has taken suo motu cognisance of the incident and sought a report.  “We will take a decision on sending a probe team to the spot after getting their response,” she said.

The National Human Rights Commission has already sent its investigation team to look into the alleged rape and killing of the girl and issued notice to UP DGP, calling for a detailed report on the incident within four weeks. PTI
