Rajya Sabha adjourned for the day amid Opposition protests over suspension of MPs | Highlights
The Rajya Sabha has been seeing constant disruption over the suspension of Opposition MPs. 12 Opposition MPs have been suspended for the rest of the Winter Session for disruptions in Rajya Sabha during the Monsoon Session.
Rajya Sabha proceedings were adjourned for the day on Monday amid protests by Opposition parties over their demand to revoke the suspension of 12 members of the House. As soon the House reassembled at 4 pm following four adjournments of varying durations, Deputy Chairman Harivansh called Home Minister Amit Shah to give a statement on the Nagaland firing incident in which 14 civilians were killed. Even as the minister was making a statement, Opposition members kept raising slogans against the government. Shah had made the same statement earlier in the Lok Sabha. As soon as Shah finished his statement, the Deputy Chairman adjourned the House for the day as Opposition members refused to relent and continued their uproar over the suspension of 12 MPs. Earlier, Rajya Sabha proceedings were adjourned till 4 pm as the House was unable to function amid protests by opposition MPs who had trooped inside the well over the suspension issue. This was the fourth adjournment of the day.

286 acres of vacant defence land encroached in last 5 years: Govt
A total of 286 acres of vacant defence land has been encroached in the last five years, Minister of State for Defence Ajay Bhatt said on Monday. In his response to a question in the Rajya Sabha, Bhatt said all assets of Cantonment Boards spread across the country have been geo-tagged and integrated with the land management system. "A total of 286.1924 acres of vacant defence land has been encroached in the last five years," he stated.

Additional forces deployed in affected areas: Amit Shah
In a bid to avert any more incidents in the affected areas, HM Shah said that additional forces have been deployed. A press statement has been issued by Army's III Corps HQ where the incident of the unfortunate deaths of innocent civilians has been regretted. After the incident, on Dec 5 evening, an agitated crowd of around 250 people vandalised the company operating base (COB) of Assam Rifles in Mon city & set the COB building on fire. Assam Rifles had to fire bullets to disperse the crowd. This caused death of one more civilian.

Amit Shah promises action as per the law
Home Minister Amit Shah said that Army has taken up investigation into the reasons behind this incident at the highest level, action will be taken as per the law. I immediately contacted the Governor and CM of the state after receiving the news of the incident. MHA also contacted the Chief Secretary & DGP.

SIT to complete probe within a month: Shah
Amit Shah said that the current situation is tense but under control. On 5th Dec, Nagaland DGP & Commissioner visited the site. FIR registered & keeping the seriousness in mind, probe handed over to State Crime Police Station. SIT formed, it has been directed to complete probe within a month.

Security forces resorted to firing for self-defence: Shah
Shah said that six out of the 8 people in the vehicle died. It was later found to be a case of mistaken identity. Two others who were injured were taken to nearest health centre by Army. After receiving news of this, local villagers surrounded the Army unit, set two vehicles on fire and attacked them. As a result, one jawan of the security forces died; many other jawans injured. Security forces had to resort to firing for self-defence & to disperse crowd. This caused death of 7 more civilians, some others injured. Local admn-Police tried to bring the situation to normalcy.

Home Minister Amit Shah said that Army had received information on the movement of extremists in Oting, Mon. On that basis, 21 commandos laid an ambush in the suspected area. A vehicle reached there, it was signalled to stop but it tried to flee. On suspicion of the vehicle carrying extremists, it was fired upon.

LS members express anguish over Nagaland firing incident, demand probe
Lok Sabha members on Monday condemned the killing of civilians during an anti-insurgency operation by security forces in Nagaland and demanded an impartial probe into the incident. Members also called for repeal of the Armed Forces Special Powers Act (AFSPA) enforced in Nagaland that allows security personnel to use force and even open fire after due warning in case of breach of law and order.
