A total of 286 acres of vacant defence land has been encroached in the last five years, Minister of State for Defence Ajay Bhatt said on Monday. In his response to a question in the Rajya Sabha, Bhatt said all assets of Cantonment Boards spread across the country have been geo-tagged and integrated with the land management system. "A total of 286.1924 acres of vacant defence land has been encroached in the last five years," he stated.

Union Home Minister Amit Shah makes a statement in Rajya Sabha on the incident of death of civilians in an anti-insurgency operation that went awry in Nagaland. "Army has initiated a probe into this incident at the highest level. Action will be taken as per the law," he says.

In a bid to avert any more incidents in the affected areas, HM Shah said that additional forces have been deployed. A press statement has been issued by Army's III Corps HQ where the incident of the unfortunate deaths of innocent civilians has been regretted. After the incident, on Dec 5 evening, an agitated crowd of around 250 people vandalised the company operating base (COB) of Assam Rifles in Mon city & set the COB building on fire. Assam Rifles had to fire bullets to disperse the crowd. This caused death of one more civilian.

Home Minister Amit Shah said that Army has taken up investigation into the reasons behind this incident at the highest level, action will be taken as per the law. I immediately contacted the Governor and CM of the state after receiving the news of the incident. MHA also contacted the Chief Secretary & DGP.

Amit Shah said that the current situation is tense but under control. On 5th Dec, Nagaland DGP & Commissioner visited the site. FIR registered & keeping the seriousness in mind, probe handed over to State Crime Police Station. SIT formed, it has been directed to complete probe within a month.

Shah said that six out of the 8 people in the vehicle died. It was later found to be a case of mistaken identity. Two others who were injured were taken to nearest health centre by Army. After receiving news of this, local villagers surrounded the Army unit, set two vehicles on fire and attacked them. As a result, one jawan of the security forces died; many other jawans injured. Security forces had to resort to firing for self-defence & to disperse crowd. This caused death of 7 more civilians, some others injured. Local admn-Police tried to bring the situation to normalcy.

Home Minister Amit Shah said that Army had received information on the movement of extremists in Oting, Mon. On that basis, 21 commandos laid an ambush in the suspected area. A vehicle reached there, it was signalled to stop but it tried to flee. On suspicion of the vehicle carrying extremists, it was fired upon.

Rajya Sabha proceedings adjourned till 3 pm amid protests by opposition parties over issue of suspension of 12 MPs.

Lok Sabha members on Monday condemned the killing of civilians during an anti-insurgency operation by security forces in Nagaland and demanded an impartial probe into the incident. Members also called for repeal of the Armed Forces Special Powers Act (AFSPA) enforced in Nagaland that allows security personnel to use force and even open fire after due warning in case of breach of law and order.

A total of Rs 52,759 crore has been raised by 61 companies through initial public offers till October this fiscal, higher than the funds mopped up through this route in the last financial year, the government told the Lok Sabha on Monday. Out of the 61 companies that hit the markets till October of the current fiscal, 34 entities were Small and Medium Enterprises (SMEs).

Lok Sabha Speaker Om Birla on Monday asked ministers to answer the members' questions in the House itself. His suggestion came after Minister of States for Finance Bhagwant Kishanrao Karad, while responding to a question of a member in the House about the Mudra loan beneficiaries, said he will collect the information and share it with him. "Why is this House for if you will collect information about everything and then share it," the Speaker said on the minister's response during the Question Hour.

Rajya Sabha proceedings were adjourned for about 50 minutes till 12 noon on Monday amid protest by some opposition members soon after Chairman M Venkaiah Naidu called for the first Zero Hour mention. After the listed papers were laid on the table in the House, Leader of Opposition and senior Congress MP Mallikarjun Kharge demanded a statement from the Home Minister on the Nagaland firing incident.

Expressing solidarity with the 12 suspended Rajya Sabha MPs, senior Congress leader Shashi Tharoor on Monday said he has decided to suspend hosting of a talk show on Sansad TV until the suspension of the legislators is revoked and a "semblance of bipartisanship restored to the conduct of Parliament". Tharoor has been hosting the talk show "To The Point" on Sansad TV.

Union Home Minister Amit Shah to give a statement on the Nagaland firing incident in both the Houses of the Parliament today. He will make a statement at 3 pm in the Lok Sabha and at 4 pm in the Rajya Sabha. 

A five-member delegation from the Trinamool Congress will visit Nagaland on Monday to meet the families of the civilians who were mistakenly killed by the security forces. The five-member team include four MPs -- Sushmita Deb, Shantanu Sen, Aparupa Poddar and Prasun Bandopadhyay. Former Mizoram advocate Biswajit Deb will accompany the team as the fifth member to the Otin village in Mon district.

Opposition parties could raise the killings of civilians in Nagaland in Parliament today. At least 13 civilians and an Assam Rifles trooper were killed and 14 others injured in a series of violent clashes in Nagaland's Mon district after an army operation to target Naga insurgents went wrong late on Saturday, according to reports.

Opposition leaders will meet at the office of the Rajya Sabha Leader of the Opposition Mallikarjun Kharge to chalk out the strategy for the floor.
