Parliament Winter Session 2023: Both Houses pass bill related to unauthorised buildings in Delhi

Both Houses adjourned till 11 am on Wednesday. 

Rajya Sabha passed the National Capital Territory of Delhi Laws (Special Provisions) Second (Amendment) Bill, 2023 passed by Rajya Sabha. Earlier in the day, the bill was passed in the Lok Sabha. 

The Rajya Sabha ahs been adjourned till tomorrow. The proceeding of the House will resume on Wednesday at 11 am. 

The Rajya Sabha has been adjourned till 5 pm amid Opposition uproar on Parliament security breach issue.

The National Capital Territory of Delhi Laws (Special Provisions) Second (Amendment) Bill, 2023 has been passed in Lok Sabha. The bill seeks to extend protection against punitive action to unauthorised developments in Delhi for three years beyond the December 31 deadline with BJP MPs accusing the AAP dispensation in Delhi and the previous UPA government at the Centre of not doing enough. It also seeks to provide protection to certain forms of unauthorised developments in Delhi from punitive action where adequate measures are yet to be taken.

Lok Sabha MP Farooq Abdullah, who was suspended for the remainder of the Winter session of Parliament, said "Who does the Police come under? What would have happened if he (Union Home Minister) had made a statement in Parliament on the incident (security breach)?"

Several Opposition MPs including Shashi Tharoor, Farooq Abdullah have been suspended from Lok Sabha for the rest of Winter Session for displaying placards and raising slogans, demanding a reply from the home minister over the December 13 Parliament security breach matter. In a major security breach on the anniversary of the 2001 Parliament terror attack last Wednesday, two men -- Sagar Sharma and Manoranjan D -- jumped into the Lok Sabha chamber from the public gallery during Zero Hour, released coloured smoke and shouted slogans, before being overpowered by the MPs.

Rajya Sabha Chairman Jagdeep Dhankhar slammed Trinamool MP Kalyan Banerjee for mimicking him saying it was a shameful act. Banerjee during a protest at the stairs of the Parliament in the presence of several opposition MPs, including Congress leader Rahul Gandhi mimicked Dhankar on Tuesday.

"The recent remark by an individual describing the Parliament as "सड़क छाप" (roadside) has triggered widespread criticism, with many expressing their discontent. The Vice President's use of the term "मखौल" (atmosphere) in response is considered highly unfortunate and raises concerns about the mockery of democracy. Such controversial statements have sparked a debate about the dignity and respect associated with the highest legislative body in the country," Congress leader Acharya Pramod Krishnam.

Expressing concerns over the suspension of MPs from Parliament, Samajwadi Party leader Ram Gopal Yadav remarked, "The way MPs are being suspended from Parliament, it seems they (ruling party) look at Opposition as a non-entity. And if this is the case, then democracy has no meaning." Yadav, protesting outside the Parliament, criticized those dismissing the INDIA alliance's strength, stating, "They are living in a fool's paradise." The increasing number of suspensions raises questions about the perceived role of the Opposition in the democratic process.

The protest follows the suspension of 78 opposition MPs, with 33 from Lok Sabha and 45 from Rajya Sabha, marking the highest number of suspensions in a single day. The disciplinary action was taken in response to the MPs' disruption of House proceedings. The protesting members are calling for an explanation from Union Home Minister Amit Shah regarding the security lapse on December 13, emphasizing the need for subsequent discussions on the matter.

"This is not good for democracy," said LoP Rajya Sabha & Congress President Mallikarjun Kharge on suspension of 92 opposition MPs.

Lok Sabha adjourned till noon soon after proceedings began for the day following sloganeering & displaying of placards by Opposition MPs in the House Speaker Om Birla warned the Opposition MPs on the display of placards

 "The only pre-planned strategy is coming from the central government because they have no answers. The treasury benches have no answer as to how such a big security breach happened. They do not have answers to tell us why a Deputy Speaker for the past 5 years has not been appointed who actually is the point person in ensuring parliamentary security. They are failing to answer why there was no joint secretary appointed for parliamentary security who looks at the level of, security in the parliament. The Home Minister fails to answer why there are over 40 per cent vacant seats, which have not been filled. They failed to answer why they haven't been able to protect, the parliament. And that is why it's a pre-planned strategy from the treasury benches that whoever seeks a discussion from the Home Minister is effectively suspended," said Shiv Sena (UBT) MP Priyanka Chaturvedi.

When we raise the matter of national security the ruling party feels insecure, we had a simple demand that Amit Shah makes a statement (on security breach matter) in Parliament, said Congress MP AR Chowdhury on suspension of 92 Opposition MPs.

Lok Sabha MP Manish Tewari gave Adjournment Motion notice to discuss the December 13 Parliament security breach incident

Thirty-three opposition members were suspended from the Lok Sabha on Monday, including Congress leader in the House Adhir Ranjan Chowdhury, DMK MPs T R Baalu and Dayanidhi Maran, and TMC's Saugata Roy for disrupting the proceedings. While 30 of them were suspended for the remainder of the Winter Session, three were suspended pending the report of the Privileges Committee.

The Winter Session has witnessed uproar and repeated adjournments since the breach in Parliament security by two protesters who jumped into the Lok Sabha chamber from the public gallery and opened smoke canisters on December 13, the anniversary of the 2001 terror attack on Parliament. Lok Sabha Speaker Om Birla has ordered a high-level inquiry into the breach in Parliament security and urged members not to politicise the issue. Parliamentary Affairs Minister Joshi made a statement on the issue in the Lok Sabha, but opposition members have been insisting on a statement from the Home Minister.

The Lok Sabha on Monday suspended 33 opposition members, including Adhir Ranjan Chowdhury, T R Baalu and Sougata Ray, from the House for displaying placards and raising slogans over the Parliament's security breach issue. The opposition members disrupted the House's proceedings demanding a statement from Home Minister Amit Shah on the issue. While 30 members, including 10 from the DMK, nine from the Trinamool Congress, eight from the Congress and one each from IUML, JD(U) and RSP were suspended for the remainder of the Winter session, three other Congress members were suspended pending a report of the Privileges Committee.
