Parliament Winter Session 2023 HIGHLIGHTS: Both Houses adjourned for the day, 92 Opposition MPs suspended

The BJP on Monday accused the Congress and its allies of "insulting" the Lok Sabha speaker and the Rajya Sabha chairperson and "embarrassing" the country with their conduct, with 92 opposition members suspended from both the Houses in the past five days. Leader of the House in Rajya Sabha Piyush Goyal told reporters that opposition members brought placards and willfully disrupted parliamentary proceedings despite the decision taken earlier that placards would not be allowed in the Houses.

The Parliament on Monday passed two Bills to extend provisions of the women's reservation law to the legislative assemblies of Puducherry and Jammu and Kashmir with the Rajya Sabha clearing them with a voice vote. The Government of Union Territories (Amendment) Bill and the Jammu and Kashmir Reorganisation (Second Amendment) Bill were passed. The Bills were passed by the Lok Sabha on December 12.

The Delhi Police on Monday opposed before a court an application filed by an accused arrested in the Parliament security breach case seeking a copy of the FIR, asserting the "leak" of “crucial information” at this stage can influence the investigation.

Both Houses of the Parliament were adjourned for the day, soon after several Opposition MPs were suspended in Lok Sabha and Rajya Sabha. A total of 92 MPs have been suspended so far, 46 from the Lower House and the same number in the Upper House.

Lok Sabha was adjourned for the day amid the repeated Opposition ruckus over the Parliament security breach issue.

"After BJP's big win in the three states, the Opposition knew that their strategy is not working...An unfortunate incident happened (Parliament security breach)...I recently saw a statement from Congress MP Rahul Gandhi...I am surprised by the statement. Does Congress MP Rahul Gandhi mean that whoever is unemployed can do anything? On one side he talks about 'Bharat Jodo' and on the other side he is doing 'Bharat Todo'...Are you trying to instigate people?" said NCP leader (Ajit Pawar faction) Praful Patel.

Before adjourning the House, Rajya Sabha Chairman Jagdeep Dhankhar also warned MPs Jebi Mather and Binoy Viswam for disrupting House proceedings.

The proceedings of Lok Sabha was adjourned till 2 pm amid sloganeering by the Opposition MPs over a recent Parliament security breach.

The Speaker said he accepted the resignation of Rashtriya Loktantrik Party MP Hanuman Beniwal who tendered his resignation from the Lok Sabha. He has been recently elected as an MLA in Rajasthan.

The Congress on Sunday accused Prime Minister Narendra Modi of running away from a debate on the security breach in Parliament and said the reason for it is that questions will be raised on the role of the Mysuru BJP MP in facilitating the entry of those who jumped into the Lok Sabha chamber. The opposition party's attack came after Modi said the seriousness of the security breach in Parliament cannot be underestimated and called for no squabbling over the issue amid the Opposition's protests over it in Parliament.

Congress MP and leader of the party in Lok Sabha Adhir Ranjan Chowdhury on Sunday criticised Prime Minister Narendra Modi for reacting to the Parliament security breach issue four days after the incident. Chowdhury claimed that Modi broke his silence on the issue because of pressure by the opposition parties and the country's people. The senior Congress leader demanded that Modi should come to Parliament and issue a statement. "The PM takes to 'X' whenever something happens anywhere in the world. But he took four days to react to the Parliament security breach incident. He should have come to the House the next day and assured people not to worry," Chowdhury told reporters here.

The suspended MPs held placards saying they were suspended for speaking up, while the "culprit BJP MP" roamed free on Friday. The Congress has been demanding strict action against BJP MP Pratap Simha who provided the visitor passes to the intruders.
