In an interview to Delhi newspaper Mail Today, Adrain Levy says: "There were leaks from national security circles. Classified training material that pertained to counter-hostage methods etc used by the National Security Guards was being studied by the Lashkar-e-Tayyaba.
"The material they had seemed genuine enough and the presence of a second external source who said the same made it worth citing."
Adds Levy: "The Pakistan inquiry was thorough. But its remit was narrowed by the security agencies. Talented investigators could only go so far.
"They identified the money trail and money men and all of the Lashkar team. They traced the gunmen and their families.
"They got the Karachi control room and a lot of tech data too. But they could not touch the ISI, naturally.
"They were also stymied by the disparities between Indian and Pakistani laws, not to mention the death of the lead investigative lawyer".
Asked about the most shocking failure on the part of Indian security establishment, Levy says: "The NSG being delayed by 12 hours through the incompetence of the Home Ministry. And the failure by RAW and IB to develop the 26 bulletins they received from the CIA."
