Live reporting: Chaos in Delhi assembly over Somnath Bharti s resignation demand

New Delhi: There were unprecedented chaotic scenes inside Delhi Assembly today as BJP and Congress MLAs trooped into the well and broke mikes demanding Law Minister Somnath Bharti's resignation over his midnight raid against African women.The Speaker adjourned the House till tomorrow. The four-day assembly session, which began today, was marred by protest and unruly behaviour by both BJP and Congress legislators.Repeated disruptions my members led to adjournment four times. The session was called for the passage of controversial Jan Lokpal Bill and the Swaraj Bill. Later Delhi Chief Minister Arvind Kejriwal alleged there was “match fixing” between BJP and Congress over the issue.“It was a match fixing by BJP and Congress because of government's move on the gas pricing issue,” Kejriwal said.As the House met for the first time, the BJP legislators demanding Bharti's resignation trooped into well and shouted slogans which led to its adjournment.Later when the proceedings resumed, the House had to be adjourned two more times for 20 minutes each following uproar by both BJP and Congress MLAs over the issue.The pandemonium continued after the House began functioning, about 50 minutes after the third adjournment, as Delhi Congress chief Arvinder Singh Lovely led his party MLAs to the well of the House demanding action against Bharti.They were joined by BJP legislators, who were displaying some posters and demanding Bharti's resignation.A number of BJP MLAs broke Speaker's mikes and threw papers which created total chaos in the Assembly. This forced Speaker M S Dhir to adjourn the House for fourth time for 10 minute. One of the Congress MLAs Mohammad Asif, who represents Okhla constituency, took some papers from Speaker's table and tore them away.He also broke a mike put up in front of Kejriwal's chair. Amid chaos, JDU MLA Shoaib Iqbal also got hold of Speaker's chair and jostled with it.R P Singh, BJP MLA from Rajinder Nagar constituency, put some bangles and lipsticks on the desk of Somnath Bharti.The House had to be adjourned again after legislators continued to shout slogans and protest demanding Bharti's resignation.Earlier in the day, the BJP legislators had objected to the Speaker's reference of “special session” to the proceedings in his introductory address. They demanded that he call it the budget session.The BJP also gave a Calling Attention notice against the Law Minister. The notice was read out by the Speaker following which Bharti's comments were sought.The Speaker told BJP members that his ruling would be given after getting Bharti's response. However, all BJP MLAs started protesting against Bharti and trooped into the well of the House.BJP MLA R P Singh had tore some papers and threw them towards Bharti. Amid shouting of slogans by BJP MLAs, the House was adjourned for 20 minutes.However, when the business resumed in the Assembly, Congress MLAs trooped into the well of the House and started shouting slogans against Bharti. They were carrying placards accusing Bharti of fuelling racism in the city. Following uproarious scenes, the House was again adjourned for 20 minutes.Somnath Bharti has been in the eye of the storm for carrying out controversial midnight raid last month in South Delhi's Khirki Extension area alleging drug trafficking and sex racket by some of African nationals living there. Here is the live reporting of the day's session:5:45 pm: Arvind Kejriwal comes out of assembly. Says, Today it was exposed for the first time that the Congress and BJP members were acting in unison. They were protesting in a manner reminiscent of Republic Day Parade. First the Congress members trooped in and then went back. Then the BJP trooped in and protested. This shows, both the two main parties are hand in gloves. 5:40 PM: Congress leader Arvinder Singh Lovely moved a motion under Rule 293 which the House passed. Under this rule, the Speaker of the assembly loses the right to take any action against any member.
