In 2004 the court of special Pota judge Sonia Gokani declared Dawood Ibrahim and Chhota Shakeel along with 35 others as ‘proclaimed offenders' in the ISI conspiracy case . Judicial process in this direction was moved by an application made a by ACP (Crime) G L Singhal about a week back.
