As the lockdown has been extended further till May 31, India TV interacts with chief ministers of various states to discuss coronavirus outbreak, lockdown in the country, how CMs have been dealing and managing administration in their respective states and what's ahead in terms of relaxations, the road ahead for the nation on fighting the deadly disease.

The country has entered lockdown 4.0 after it was extended by the government on Sunday evening for two more weeks and will now be in place till May 31. As the lockdown has been extended, India TV interacted with chief ministers of various states to discuss coronavirus outbreak, lockdown in the country, how they have been dealing and managing administration in their respective states and road ahead for the nation on fighting the deadly disease.

    Permanent lockdown not a solution, have to live with it and preparation to deal with it: Kejriwal

    Speaking to India TV on lockdown 4.0, Delhi Chief Minister Arvind Kejriwal said that permanent lockdown is not the solution. "We cannot say that coronavirus will leave our nation or we will have no coronavirus cases further. We will have to live with it, but along with preparation to deal with it."

    “On one hand we will have to protect ourselves from Corona, take care of our health, on the other hand we also need to protect the health of our economy. Because a lot of people are facing difficulties due to the lockdown,” he told India TV.

    Kejriwal said that the government used 2 months of lockdown for preparations." We got hospitals ready, we arranged ventilators, PPE kits, testing kits".

    He said the Delhi government is fully equipped to deal with the situation even if COVID-19 cases increase in Delhi. “We have enhanced our health infrastructure adequately.”

    “Delhi has around 2000 beds with availability of oxygen, 3500-4000 beds are available... we can take the number to 10,000 beds in coming days. People with mild symptoms and with no symptoms can be cured just by staying at home…COVID-19 testing will increase with time. Delhi has the most number of testing,” he said.

    He further informed that Delhi is formulating a plan to arrange quarantine for those elderly who have a young infected person at home with them.

    On criticism from opposition on coronavirus death data, Kejriwal said, "I am sad that politics is being done at such a difficult time. If anyone is thinking that the death figures are being hidden then it is wrong. It is foolish to make such a statement...We are doing a lot of work for people, in which there can be a shortage somewhere. In such a situation, instead of pointing out the shortcomings, all of us should work together so that we can help more people in this difficult time."

    Kejriwal said that people would not need any permission or ID cards to travel within Delhi. “About inter-state movement, discussion will be held with the neighboring state and decision will be taken after that.”

    Delhi, because it is still falls under red zone, restrictions in lot of things will continue, he said.

    On Exit Plan, Kejriwal said, “We are moving towards opening the economy. If we think in a week - ten days that the situation is right, then we will open Delhi a little more.”

    Lockdown 4.0 will be based on two criteria; containment zone and non-containment zone: Rupani

    Speaking to India TV on lockdown 4.0, Gujarat Chief Minister Vijay Rupani said that the relaxations during the next phase of lockdown will be based on two criteria; containment zone and non-containment zone with conditional permission to resume public transport, opening of private offices, shops outside containment zones.

    "All industrial and commercial activities will be allowed in non-containment zones. Restriction will be based on containment and non containment zones," he told India TV.

    Ahmedabad and Surat will have a different set of rules as the numbers of cases in both the cities are high.

    Rupani said that he had a wide discussion with wholesale association, chamber of commerce, industrial association, retailer associaion, diamond associaion, textile associaion to start economic activity in the state. 

    Rupani also appealed to people in containment zone to follow rules so that those areas can also be converted into green zone.

    The CM also said that spitting will be banned across the state with a fine of Rs 200 in the entire Gujarat. At the same time, he added, there will be uniform fine of Rs 200 for not wearing mask.

    He further said that cases in Ahmedabad increased because of the tablighi jamaat attendees as they hid their identity but still the state managed to control the number of coronavirus cases in the state.

    Rupani said that Gujarat's coronavirus discharge rate now stands at 40% which is above national discharge rate...He said that Gujarat is fully prepared to fight coronavirus. 

    People (migrant labours and others) who wants to come back to Gujarat they can. "Our doors are always open for people."

    90 per cent relaxations in lockdown guidelines in Tripura: CM Biplab Deb

    Tripura Chief Minister Biplab Deb in an exclusive conversation with India TV on road ahead during lockdown 4.0 said that 90 per cent relaxations will be given in the state. CM Biplab said that Tripura has made it a point to pay for the travel of migrants, whether they are coming back to Tripura from other parts of India or whether they are traveling from Tripura to their home states.

    "Tripura government is paying for the travel of migrants whether they are coming to Tripura form various parts of the country or whether they are going to any part of the country from Tripura," Deb said.

    Speaking of the impact of the coronavirus impact in Tripura, the CM said that the state had suffered on the front of the collection of tax as it stood at 20% of the normal tax collected.

    "Tripura falls in the green zone as far as coronavirus outbreak is concerned. A handful of cases that were found were cases of people who came from outside. The cases did not have much impact on the civilians. Industrial activity in Tripura has resumed a long time ago," Deb said.

    He further added that Tripura has sealed the international border with Bangladesh and there is strict checking at the state borders with Mizoram and Assam.

    The Chief Minister added that all the cases in the state are asymptomatic adding that they are planning to resume bus services. Also a major focus of the state administration is on quarantine centres.

    Considering to resume maximum economic activities, restaurants food home delivery: Goa CM Pramod Sawant

    Goa CM Pramod Sawant on Monday said that the state was declared coronavirus free as there are no cases from within the state. Whatever cases there are in the state -- around 41 -- are outside cases. Speaking to India TV, he said that there are no containment, red, orange or green zones in the state and they are planning to resume all economic activities including MSMEs.

    Goa CM said that they are considering to resume restaurant services for home delivery, public transport services within the state. On people visiting from other states, the chief minister said that it will be after May 31 when they will be able to take a firm decision to welcome tourists.

    Goa's economy is dependent on 1) Mining 2) Tourism 3) Industry and 4) Agriculture. We have written to the Centre to allow mining and if it will be allowed then it will be good for the state.

    One reason why there are very few cases of coronavirus in Goa is that we have made our people fully aware on the COVID-19 situation and educate them.

    Intra-state bus service to resume, inter-state to depend on agreement between states: Rajasthan CM Ashok Gehlot

    Rajasthan Chief Minister Ashok Gehlot speaking to India TV on road ahead during lockdown 4.0 said that they are planning to resume intra-state bus service in the current phase of lockdown. However, on inter-state bus service, it will depend on agreements between states.

    Further speaking on lockdown situation, CM Ashok Gehlot said that the revival of the tourism industry is a major concern fo us.

    On lockdown relaxations, CM Gehlot said that they are preparing to resume all services be it in green, orange, red or containment zones barring those restricted by the Centre like malls, cinema halls. He said that they are also considering to open hotels.

    Chief Minister Ashok Gehlot welcomed the government's economic package on MNREGA package but added that if beneficiaries will get money after a month then what's the use. He emphasized that the government's priority should have been providing money in peoples' hands rather than giving relaxations on loans.

    What will remain open, what not will be informed by today evening: MP CM Shivraj Singh Chouhan

    Madhya Pradesh Chief Minister Shivraj Singh Chouhan while speaking to India TV said that lockdown 4.0 guidelines on what will remain open and whatnot in the state will be released by today evening.

    Mentioning that the situation is under full control, the guidelines for lockdown 4.0 relaxations will depend on orange, red, containment and buffer zones. He informed that cinema halls, malls and all those services restricted in the MHA guidelines will remain restricted, however, in green zones all economic activities will be resumed during lockdown 4.0.

    Meanwhile, the state is arranging buses, trains for migrants, and also providing tea, coffee, and food for them.

    Trying that pilgrims should once again start char dham yatra: Uttarakhand CM Trivendra Singh Rawat

    Speaking to India TV on lockdown 4.0, Uttarakhand CM Trivendra Singh Rawat said that they are trying and making efforts that pilgrims should once again start visiting the Char Dham yatra. He said that the coronavirus situation is very dynamic but they are monitoring the situation and will make decisions as the situation unfolds.

    On migrants issues, the chief minister said that they are being provided food, doing a screening of those returning to the state, and also punishing who are trying to escape from quarantine centres. He said that the current situation is troublesome.

    Addressing the issue of tourism and travel industry which is facing the brunt of coronavirus outbreak, CM Trivendra Singh Rawat said that they have relaxed fixed charge on electricity bills and also 4% relaxations will be given in the bills. Moreover, 1% additional relief will be provided in the power bills.

    Further speaking on COVID-19 management, Uttarakhand CM said that they are providing food to migrants, needy. He added that they are concerned for those stranded outside the state and taking decisions as the situation is unfolding.

    Have extended restrictions under sec 144 in the state: Chhattisgarh CM Bhupesh Baghel

    Speaking to India TV on lockdown 4.0 guidelines in the state, Chhattisgarh Chief Minister Bhupesh Baghel said that they have further extended restrictions under section 144 for three months. CM said that no inter-state bus travel will be allowed for now.

    Further speaking on lockdown relaxations, Bhupesh Baghel said that industries, factories have already resumed work, however, they are not working with full strength.

    On the migrants issues, Chattisgarh CM said that we have set up 16,499 quarantine centres, arranged food for them and are also conducting tests for coronavirus exposure. He added that all social distancing norms are being followed.

    Almost all services barring in containment zones will be re-opened in Haryana: CM Manohar Lal Khattar

    Haryana Chief Minister Manohar Lal Khattar on Monday said that lockdown 4.0 guidelines for the state will be released by Monday evening. Speaking during #CMsOnIndiaTV special coverage, Manohar Lal Khattar said that the state administration has tried to manage the situation in the best possible way.

    CM Khattar said that almost all services in the state will be resumed barring those that have been mentioned for containment zones in the Ministry of Home Affairs (MHA) guidelines.

    Haryana Chief Minister added that people in the state also helped the administration to maintain an effective lockdown as a result of which there are very few cases of coronavirus in the state.

    Yogi Adityanath slams Congress for doing politics on migrants issue

    Speaking to India TV, Chief Minister Yogi Adityanath slammed Congress for doing petty politics on the migrants issue. The chief minister said that Congress leader Priyanka Gandhi Vadra had talked about providing 1,000 buses for migrants. I have been asking the Congress party for the list of these buses since the past three days but haven't received any list so far.

    Yogi said that this is not the time for doing politics during such situations, therefore, everyone should work together to fight this outbreak.

    CM Yogi Adityanath on India TV on road ahead in UP during lockdown 4.0

    Speaking to India TV during #CMsOnIndiaTV, UP chief minister Yogi Adityanath also spoke about migrant labourers issue in the state who have been worst affected due to lockdown. CM Adityanath said that close to 1,000 shramik special trains that have been put to migrants service in the country, 600 out of them have been run by UP in which migrants from Maharashtra, Gujarat, Punjab, Haryana, Kerala, Karnataka and Telangana have been brought back to the state. 

    Yogi added that the migrants who have returned to the state will get employment in Uttar Pradesh.

    Lockdown 4.0 guidelines for Uttar Pradesh will be announced by Monday evening: Yogi Adityanath

    Speaking to India TV during #CMsOnIndiaTV Summit, Uttar Pradesh Chief Minister Yogi Adityanath said that the new guidelines for lockdown 4.0 in Uttar Pradesh will be announced by Monday (today) evening.

    On people travelling from Noida to adjoining cities including Delhi, Ghaziabad, others, Yogi Adityanath said that if people are following the guidelines and are not exposed to COVID-19 then they can travel between cities. However, those who are working in healthcare services, they should not travel between cities be it from Ghaziabad to Noida, Noida to Delhi or Delhi to Noida.
