The Delhi Commission for Women (DCW) has taken suo-moto cognizance of a group called "Bois Locker Room" operational on Instagram which comprises several hundred members, it said. The DCW said the group was being used for sharing objectionable photos of minor girls and young women many times with their personal information. "The members of the group have been reported to have discussed techniques of raping women and gang-raping minors. Several other illegal acts and comments have been made on the group," the DCW said.
The commission has instituted an inquiry into the matter. It has sought details from Instagram and the Delhi Police.
The commission has asked the Delhi Police for a copy of FIR registered in the matter. The police have also been asked if any accused has been identified and arrested. "If yes, please provide the details of the accused identified and arrested. If not, please provide the reasons for the same," it said, further seeking a detailed action taken report in the matter by May 8, 2020.
Instagram has been directed to provide details of all the group members including name, username, email-id, IP address, location, and other information. The commission has also asked Instagram whether the matter has been taken up by them and action taken thereof. "If yes, please provide complete details of the same. If not, please provide reasons for the same."
It also asked Instagram whether the matter was forwarded to the police. The social networking platform has been directed to provide the information by May 8, 2020.
