Union Home Minister Amit Shah on Tuesday clarified that there was no link between the National Register of Citizens (NRC) and National Population Register (NPR). Shah also said that nobody would lose their citizenship because of NPR.
"There is no link between National Register of Citizens (NRC) and National Population Register (NPR), I am clearly stating this today," Shah said in an interview to ANI today. He further said there was no need to debate "pan-India NRC" as there is no discussion on it right now. PM Modi was right, there is no discussion on it either in the Cabinet or the Parliament, Shah added.
Amit Shah's press conference: Highlights
- On NRC: There is no need to debate this (pan-India NRC) as there is no discussion on it right now, PM Modi was right, there is no discussion on it yet either in the Cabinet or Parliament.
- On NRC Vs NPR: There is no link between National Register of Citizens (NRC) and National Population Register (NPR), I am clearly stating this today. It is possible that some names are missed in the NPR, still their citizenship will not be revoked because this is not the process of NRC. The NRC is a different process. I want to make it clear that nobody will lose citizenship because of NPR.
- On Asaduddin Owaisi's criticism of CAA: If we say that the sun rises from the east then Owaisi ji will say no it rises from the west, he always opposes our stand. Still I again assure him that CAA has nothing to do with NRC.
- On Kerala and West Bengal saying no to NPR: I humbly appeal to both Chief Ministers again, that don't take such a step and please review you decisions, dont keep the poor out of development programs just for your politics.
- On possible lack of communication from Govt on CAA: Kuch to khaami rahi hogi, mujhe sweekar karne mein dikkat nahi hai, magar Parliament ka mera bhashan dekh lijiye, usme maine sab spasht kiya hai ke is se kisi bhi minority ki nagrikta jaane ka sawaal nahi hai (Some problems might have been there and I have no issue admitting that. But my address in the Parliament clearly states that no minority is going to lose citizenship).
- On detention centers: This is an ongoing process. There is one detention center in Assam. Detention centers are for illegal immigrants.
What is NPR:
The NPR is a register of usual residents of the country. It is being prepared at the local (village/sub-town), subdistrict, district, state and national level under provisions of the Citizenship Act, 1955 and the Citizenship (Registration of Citizens and Issue of National Identity Cards) Rules, 2003. A usual resident is defined, for the purposes of the NPR, as a person who has resided in a local area for the past six months or more, or a person who intends to reside in that area for the next six months. The law compulsorily seeks to register every citizen of India and issue a national identity card.
The NPR exercise will be carried out between April and September 2020 in all states and UTs, except Assam, along with the house listing phase of the census exercise.Assam has been excluded because the National Register of Citizens (NRC) exercise has already been conducted in the state.
