Parliament on Tuesday approved a resolution abrogating special status to Jammu and Kashmir under Article 370 of the Constitution and a bill for splitting the state into two Union Territories. The bill to create two UTs -- Jammu and Kashmir, and Ladakh -- was passed in the House by 367 votes in favour and 67 against. The resolution and the bill were approved by Rajya Sabha on Monday.

Parliament on Tuesday approved a resolution abrogating special status to Jammu and Kashmir under Article 370 of the Constitution and a bill for splitting the state into two Union Territories.

The resolution was passed by Lok Sabha with 351 members voting in its support and 72 against it, while one member abstained -- in the first voting.

In the revoting, the resolution was passed with 366 members voting in its support and 66 against it.

The bill to create two UTs -- Jammu and Kashmir, and Ladakh -- was passed in the House by 367 votes in favour and 67 against.

The resolution and the bill were approved by Rajya Sabha on Monday.

The mood among the treasury benches during the debate was boisterous with Home Minister Amit Shah joining the members in the applause several times as the MPs gave their speeches.

Prime Minister Narendra Modi too was greeted with loud cheers and slogans by BJP members when he arrived in the House just before Shah was to respond to the debate on motion to abrogate special status to Jammu and Kashmir and a bill which splits the state into two Union Territories.

Ahead of the Congress Working Committee meeting, the party's Jammu and Kashmir Policy Planning group met at the residence of former Prime Minister Manmohan Singh to discuss the issue of Article 370's revocation and the bifurcation of the state.

The meeting was chaired by Manmohan Singh, while several senior leaders like Ghulam Nabi Azad, Ambika Soni, P Chidambaram, Ghulam Ahmed Mir and Tariq Ahmir Kara attended it.

Briefing media after the meeting, Azad said: "Today is CWC meeting, three four days ago we had a meeting of J&K policy planning group whose chairperson is Dr Manmohan Singh. Last week we were not aware of the government's plan, so we again met today."

The Centre has technically read down Article 370 in the Constitution. Article 35A has been scrapped by the suspension of the 1954 presidential order and all the provisions of the Constitution are now applicable to Jammu and Kashmir.

After the erosion of its distinct identity, Article 370 will apparently begin a new association with the law of the country through various articles in the Constitution and its identity as a Union Territory. As a result, the Centre has spelt out that 106 laws shall be applied to the Union Territory Jammu and Kashmir under the fifth schedule.

The Fifth Schedule of the Constitution deals with the administration and control of Scheduled Areas as well as of Scheduled Tribes residing in any State other than the States of Assam, Meghalaya, Tripura and Mizoram.

Union Home Minister Amit Shah has made it clear in the Lok Sabha that Pakistan-occupied Kashmir (PoK) and Aksai Chin are part of the state which, he said, are integral part of the country and that the government leaders were ready to sacrifice their lives for the state.

He also dared the Congress to make its stand clear on the Kashmir issue. After moving the resolution and Bills in the Lok Sabha for consideration and passing, Shah said the issue was not political and that the legislation was based on constitutional and legal provisions.
