The Congress Party on Tuesday made big promises with the release of its manifesto for Lok Sabha election 2019 and titled it “Hum Nibhayenge” or “Congress will Deliver”.

1. Congress Party has promised to introduce “NYAY” (Nyuntam Aay Yojana). NYAY promises minimum income guarantee for families with less than Rs 12,000 per month, benefiting 5 crore families across the nation
2. It has also promised to replace current GST slabs with a single and moderate rate
3. Right to healthcare will be introduced if Congress comes to power
4. Free and compulsory education in public schools
5. Congress also promised to withdraw angel tax on investors besides exempting MSMEs from all laws and regulations (except minimum wages and taxes) for three years
6. The party ensured to pass 33% reservation quota bill for women in government jobs
7. Defamation, which was a huge issue for Congress itself during Modi’s tenure, will be made a civil offense rather than a criminal one
8. Targeting the present government, Congress promised to probe NDA deals like Rafael and absconding of business tycoons including Vijay Mallya and Nirav Modi
9. It also promised to make laws against hate crimes like mob violence and lynching
10. It has ensured to bring laws to protect personal data and safeguard it against excessive surveillance
11. For the judiciary, Congress has promised to make some constitutional amendments and make the Supreme Court a constitutional court and create a new court of appeal between High Courts and Supreme Court
12. It also guaranteed artistic freedom and autonomy to cultural institutions, particularly against vigilantes
13. Congress has also announced to amend the Aadhaar Act, wherein the public will not be deprived of subsidies and other benefits on non-linking of Aadhar
14. It has promised to install VVPATs (Voter Verifiable Paper Audit Trail) in 50% EVMs
15. The Congress Party has promised to scrap citizenship amendment bill which provides citizenship to Hindus, Buddhists, Jain, Christians, and Parsis from countries like Bangladesh, Pakistan, Afghanistan, who are forced to seek shelter in India
16. It will restore the Planning Commission by scrapping Niti Aayog, which was established by the NDA government in 2015
17. The Congress party has also promised to dissolute electoral bond scheme which was introduced by Modi government and sedition law (section 124-A) which was passed in the British-era
18. New ministries are promised for industry, services, and employment
19. Water ministry will also be established separately
20. The Congress has assured to set up an agriculture development commission, apart from which, the party has also said to bring separate Kisan budget
21. It has also ensured to set up an environmental protection agency and will call air pollution a national public health emergency
22. The Congress party has ensured to reduce the deployment of Army in Jammu and Kashmir while ensuring to maintain its constitutional position if voted to the power
23. It has also promised to amend AFSPA to remove immunity for sexual violence and torture in various parts of Jammu and Kashmir
